EU Structural Funds (SF) were (for the first programming period 2004-2006) and are (for the period 2007- 2013) perceived as the main financial source for the implementation of the modern innovation policy in Slovenia, including, among others, R&D activities performed in the business-academia partnership. In addition to support to already established forms of intermediary institutions and networks, a new instrument of R&D or S&T policy – Research Centres of Excellence (CoE) – has been developed and successfully implemented. Centres of Excellence as a new, innovative instrument of the science and technology policy were the answer of the Ministry, responsible for Science to well-known weaknesses of the R&D and innovation system in Slovenia. |
